Update 2/29/08 to General Chat Forums

I've been reading the General Chat forums a little closer today, and I am seeing a lot of chatting.

Instead of making a rule of no chatting, I've decided to make it so that any posts made from now on in the General Chat forum no longer increases the posts counter. This doesn't change anything on how you post here, just know that your posts won't go up by posting here.
